1893 part cover front franked by ½d vermilion and 1d lilac together with a Life Policy 1d revenue stamp each cancelled & tied by London squared circles for Dec.6.93.The P.O. Act of 1881 relaxed the rules for allowing some 1d fiscal stamps to be used for postage. The use of Life Policy stamps was exceptional and hardly within the meaning of the act.
